LONDON, Nov 28 (GCTL) - Gulf state-backed Dubai Ports World could make an announcement tomorrow or Wednesday about an offer to buy British ports and ferries company P&O for more than 3 billion, the Shipping Times reported, quoting a source familiar with the situation.
