Rotterdam port in move to prevent ship black-outs

ROTTERDAM, Feb 22 (GCTL) - In a move to further enhance safety despite seeing a fall in accidents from 128 to 99 last year, the port of Rotterdam is introducing measures to reduce the increasing number of “black-outs” which occurred on 21 documented incidents last year in the harbour.
