China Watch Blog reports that Xaxis, the world’s largest audience buying company, has announced the launch of operations in Hong Kong.

The company will work directly with GroupM Hong Kong in enabling regional marketers to utilize Xaxis audience buying solutions in their digital media campaigns. Andy Chung has been tapped to lead the new office as Director, Hong Kong.

Beginning today, marketers in the Hong Kong region will be able to implement coordinated audience buying campaigns on multiple digital media channels via Xaxis’ proprietary data management platform (DMP). In addition to running campaigns across display, online video, social and mobile channels from a single location, clients will be able to track and measure their results with an unparalleled degree of transparency and sophistication.

“Hong Kong is a quickly developing market in terms of publisher maturity and consumer behavior, making it a natural fit for Xaxis products as we continue our expansion in the Asia-Pacific region,” said Michel de Rijk, managing director of Xaxis Asia Pacific. “With Andy’s excellent record of forging strong relationships with the region’s largest publishers, he is the perfect choice to launch and grow our Hong Kong operations.”

CEO of GroupM Hong Kong, Melanie Lo commented, “Xaxis truly represents the cutting edge of online audience targeting and our clients stand to make great competitive gains through the opportunities these products present them.”

“The market opportunity for Xaxis to provide sophisticated audience targeting and buying services to advertisers in the Hong Kong region is enormous,” said, Chung. “I look forward to working with the GroupM family to build Xaxis’ presence in 2013 and beyond.”

Prior to joining Xaxis, Chung served as Business Director, Hong Kong for Tribal Fusion, the world’s 2nd largest digital advertising network. In this role Chung successfully built regional coverage for Tribal Fusion by establishing partnerships with area publishers in the Greater China region. In addition to driving the Tribal Fusion business, he was also responsible for managing the team that provided suitable targeting options, data, insights and optimization methods for both direct clients and agencies including GroupM.

Xaxis provides over 1,000 advertisers with audience buying solutions at scale, delivering over 300 billion impressions globally per year. The proprietary Xaxis DMP houses the largest collection of unique anonymous audience portraits. As the only universal and neutral data management platform in the industry, the Xaxis DMP allows advertisers to measure attribution, offline ROI, audience insights and brand impact based on the entire digital plan, not just the Xaxis portion of the plan. By quarter’s end, Xaxis will have offices in over 25 markets around the world.

China Watch Blog detects a huge jump in the use of press releases for marketing various products, and has reproduced a typical example where the release reports that the highly anticipated Boogie Board Rip LCD Writing Tablet, the first Boogie Board tablet model with save capabilities, is now shipping to addresses in North America, Europe and other select global locations.

It continues to say that purchases can be made through Brookstone.com (U.S. only), Amazon.com, and improvelectronics.com. Preorders placed on improvelectronics.com will also begin shipping today.

“This is a monumental day – not only for Improv Electronics but for environmentally-conscious consumers around the world,” said Dr. Albert Green, Kent Displays/Improv Electronics CEO, was quoted as saying.

“Paper has been used as writing and drawing medium for roughly a thousand years. With the launch of the Boogie Board Rip tablet, we now offer a comprehensive family of Boogie Board eWriters that are viable electronic, paperless alternatives to note books, composition books, legal pads, sketch books, memo pads, sticky notes, scratch paper and other writing and drawing mediums. As more and more consumers use Boogie Board eWriters instead of their paper-based counterparts, we will move much closer to a truly paperless society.”

The Boogie Board Rip tablet will be launched with optional Virtual Desktop Companion software, downloadable from improvelectonics.com. The Microsoft Windows compatible tool expands the functionality of the Boogie Board Rip tablet when it is connected to a PC. Users can view notes and drawings on a computer monitor in real time, save files directly to their computer, and share files via e-mail.

“The high volume of Boogie Board Rip tablet preorders indicates consumers are eager to embrace an electronic, paperless writing and drawing medium,” continued Dr. Green. “The benefits compared to paper are obvious: they are less costly (than an equivalent amount of paper), offer expanded functionality, and have far less impact on the environment. I am confident eWriters will become the preferred writing and drawing medium of the 21st century — it’s just a matter of how quickly.”

MSRP for the Boogie Board Rip tablet is $129.99 USD (114.99 Euros, 99.99 British pounds, and 14,800 Yen). Consumers can click the Buy Now button on improvelectronics.com to view local retailers. Announcements about Boogie Board Rip tablet availability in additional countries and retails outlets are forthcoming.

China Watch Blog has learnt that China’s top broadcasting watchdog on Wednesday ordered a ban on sex-related advertisements on the country’s radio and TV.

In a circular issued Wednesday, the State Administration of Radio, Film and Television (SARFT) demanded greater self-discipline from radio and TV stations in handling commercials.

The broadcasters should not insert any commercial advertisements between the titles, the body and the trailer while airing TV dramas, the administration said.

Broadcasters should examine advertisements related to drugs, medical equipment, health supplements and TV shopping in a serious manner before airing them, according to the circular.

The administration also said commercial advertisements should not be aired under the guise of a news report, or in the form of a news interview.

News anchors should never serve as product endorsers for commercials, the circular added.
